Preheat oven to 375°F. Lightly grease a 12-cup muffin pan with cooking spray.
In a large bowl, mix together flour, sugar, baking soda, baking powder, salt, caraway seeds, raisins, and butter.
The mixture will be crumbly, and will bind together when wet ingredients are added.
Stir in ⅔ cup buttermilk and egg and mix till combined.
Divide the dough evenly into the muffin tin. Mix 2 tbsp of melted butter with 2 tbsp of buttermilk. Brush over the tops of the muffins. Bake for 20 minutes. The muffins should be lightly browned on top.
