Preheat the oven to 350° F. Line 2 large baking sheets with parchment paper or silicone baking sheets. Set aside.
In a mixing bowl, whisk together the flour, and baking soda.
In a separate, medium mixing bowl, beat the butter and sugar with a hand mixer until light and fluffy. Add the egg and vanilla extract. Beat to combine.
Gradually add the flour mixture as you beat the dough on low speed. Mix until just combined.
Use a small cookie scoop or tablespoon to portion the dough. The dough should be about 1 ½ tablespoons of dough per portion. Use your hands to roll the dough into balls. Roll the cookie ball in the green sanding sugar.
Place the cookies on the prepared baking sheet. The cookies should be about 2-inches apart.
Bake for 10 minutes.
Allow cookies to sit out of the oven for about 3 minutes. Press a candy cane kiss into the center of each cookie.
Let the cookies for for a few more minutes before transferring them to wax paper or a baking rack to finish cooling.
