Boil potatoes in a medium pot till tender and ready to mash, about 10 minutes. While potatoes cook, place cabbage in a microwave safe bowl and add about 1 ½ of water to the bowl. Cover and microwave for about 10 minutes, or until tender.
While the potatoes and cabbage cook, cook bacon in a skillet until crisp. Transfer to a paper towel lined plate for later.
Drain water from potatoes. Add cream and butter and mash using a hand mixer or a potato masher. Add salt and pepper.
Remove cabbage from water and add to potatoes. Gently stir. Add the bacon and green onion (reserving about a tablespoon for topping of each).
To serve, place a little additional butter in the center and top with bacon and green onion.
